Victor is an attorney from El Paso, Texas. He began officiating in 1987, and since 2001, has worked collegiate football both on-field and in the replay booth with the Sun Belt Conference, Conference USA, and the Western Athletic Conference. Victor is currently working as a back judge in the Western Athletic Conference and was awarded an assignment in the 2010 Poinsettia Bowl.
